Dee I am so sorry to hear of the loss of Kopi, he was a fighter but the battle proved to be too much and now he is with his brother. Cody is going to have to learn how to perch the best way he can since he has that deformity and I think you are doing the right thing now in leaving his perches low and putting padding down to soften any falls as he adjusts to using his foot to the best of his ability. When he starts getting around good then you can put him into a larger cage. Most baby greys are a little clumsy to start off with and he has a deformity that makes it harder for him but he will adjust to it soon. Your avian vet may have some more ideas and can better help you with Cody.

I like Senorita with Rita for short, a lovely name for a grey.

This setup can work if you have heat which you say you do but I would like to see the cage in the living part of the house where everyone else is for greys are social and like to be with the rest of the flock but it will certainly need some out of cage time.

I would just toss it as it would have to be sanded down and powder coated to be used for your bird, that would cost more than just getting a new one in my opinion.

Yes I have heard this too, probably if they need more for tests than just a drop they need for dna results, I will ask my vet about it the next time she goes in for a checkup.
