Stumbled upon this YouTube video, which really tore me up just thinking about all the mistreated and neglected birds out there with no voice to make their worlds better.
Ziggy has certainly gone through a LOT at such a tender young age.
I know that aspergillosis can negatively affect their ability to talk. Was he tested for asper the last time you had him into the vets?
It's difficult to say if he'll talk again. The fact that he once spoke makes me think that he will again one day.
This article was written by our avian vet years ago. It's a lengthy abstract, but thoroughly covers plucking and self mutilation.

Using a fine misting bottle to spritz them down in between bathing.
Since this is new behavior, he could have something else bothering him, whether it's a hormonal surge or perhaps an underlying infection or metal toxicity from beaking on cheap bells, etc.
How often does he bathe or have a spritzer bath? I'd bump up the baths for one.
He looks like he's over preening his feathers. If he's feeling dry and itchy he might be messing with his feathers more.
If this is a change in behavior for him, then I would take him into the vets tomorrow. When they show signs of illness or lethargy, they are often pretty sick. Please don't wait.
That just about sums up how this morning went in our household. Had things that needed my immediate attention, so the flock had to wait 1.5 hours past their normal breakfast time. All eyes were on me until breakfast was served.
That 3 bell perch is in all of my greys' cages. They love to ring them simultaneously. It's one of their favorite toys/perches.
I just made an atom out of pliable 1 inch pvc. Right now they think it's a strange evil device hanging up in their aviary, but in time they'll learn to love it.
I think that we all have those days where we're dragging ourselves around with a tank almost on empty.
I'm sure that Timmy appreciated the call backs. It's reassuring for them to receive a reply to their calls.
Hopefully tomorrow will be a better day for you.
Oh no!
Timmy is sending you one painful signal of his displeasure, It is possible that he could be territorial over his cage or simply not wanting to go back in at that time. Moving forward I would put him back in minus any scritches. Perhaps a treat and make it a day. Or have your mom continue to do the honors.
Oh no...I'm so, so sorry to hear your devastating news. I wonder if she might have had a quick growing spinal cord tumor. Regardless, losing a best friend leaves a huge unfillable hole in our hearts.
Sending you peace, comfort and healing as you learn how to live without her.
