16 YO female, seems to be "shedding" a lot of small feathers lately.   She is not "plucking" as far as I can tell and does not appear to have developed any "bald patches".

Should I be concerned?

Tis the season for our fids to begin their molts. At least mine are beginning to. Those fine floofies  are quite normal to see. Bumping up on her spritzer, or actual baths, will help a bit.

As Greytness already mentioned- it is molting season!
The white dander/floofy feahers are normal, especially after a big preening session. Alfie often sits on my knee and covers me in dust and floofs as he preens himself.
Feather barbering or plucking would result in broken or damaged feathers and in the worst cases sometimes a bit of blood if they pluck a feather that's still growing in. You would start to notice bald patches appearing over time too.

Don't worry, it is likely just going through a regular molting cycle. However, it is always a good idea to observe your bird closely to make sure there are no other signs of illness or stress. You should provide your bird with a healthy, balanced diet, regular exercise, and a comfortable and stress-free environment that can help support its overall health and well-being, including during molting cycles
