My greyʻs feathers look eaten

So ever since I got my grey from a previous owner at only 6 months old I noticed that his chest feathers were quite eaten up. He is now at least 10 months old. They are not plucked but instead it looks like something has eaten the end of the feathers while the root is still there. The previous owner said that he did not have time to socialize with the grey or take it out therefore maybe that is why he is eating his chest feathers. Will the feather grow back? I am already spraying his chest and all over his body with 100% aloe juice, and socializing/playing with him everyday giving him the proper nutrition and food with a lot of vegetables, broccoli, carrots, potatoes, eggs, seeds, and natural pellets by zupreme. Do I just need to give this time? There is a picture below of what the situation looks like.

Shadow had a spot or 2 of "chewed" featheres whe she first arrived. After a bit of time, quality food and lots of patience/love she returned to perfect feather! Hopefully in time your guy will do the same.

Yes, their feathers are constantly being replaced a few at a time, here and there. The chest feathers will fall out (hopefully naturally) and be replaced. Of course there's no guarantee they won't get chewed again, but there is hope.
