This might be a TAG thing, or it might be because I put her in her travel cage and take her out shopping, to the park, etc. She was 4 when I adopted her, so I don't think it's too late to start taking your birdie out and about. I've heard that if you have the least favored person in the household take the bird out, the bird will suddenly become more friendly with them (since they're the only familiar face in a strange place).You could try having unfavored people give your bird his favorite treats to try to win him over.
