Aww thats a shame he is so bare but he is still a beautiful bird and maybe you can get him turned around and he can be fully feathered again, I have my fingers crossed he does, thanks for sharing a couple pics of Refund.

Well considering refunds past he looks great,he could be much worse & im sure now he is a loving home he will go from strength to strength
