right way to cut metal?

ok I saw this toy on another site, it is made with those 97 cent cups from Wal-mart. but it got me thinking.. how would you cut through the bottom of these cups and keep it safe for them? Just a sharp drill bit for metal would that do the trick?

I would think that would work, you would probably have to secure in a vice before drilling, then make sure any rough/sharp edges were filed off. That is a nice looking toy, I think I'll try making one also!
